Grand Assembly - Legislative Branch I

Meetings aimed at 1 per month, depending on necessity. At least one per season.

Decides on Laws;

Ratifies external Contracts and Alliances;

Holds the Council of Leaders to account;

Operates the Guild Frameworks;

Issues land and Business Licenses;

Currently to contain:

Approx 50 Civilian Councillors -> 1 representative per 50-150 civilians - regionally grouped (includes 2 representatives of the dwarves)

2 Military Leaders

 

Appoints:

Magistrates - Executive Branch I

Elected for 2 years if not otherwise stated; Where 2 exist, one appointed by Council, one appointed by Assembly; Censors called only by Assembly

 

Quaestor - Enclave financial management and oversight; appointed up to 3 successive periods

2 Praetors - Senior Judges, Judicial oversight; appointed for up to 3 successive periods (typ at least one  Paladin)

1 or 2 Aediles - Oversight of the Markets and trading

1-5 Tribunes - Political Oversight of the Council (veto); appointed for up to 2 successive periods

2 Speakers - Full executive power of the Nation; Lead Senate, Control Military (single year term, no immediate re-election) Must act in unison; Usually one Mage/Druid, one Paladin/Priest; Speakers are elected directly by all Citizens!

2 Censors - Review of all decisions of Council; Grant/Remove Citizenship; Appointed usually for 1 year every 6 years. Assembly may call censors off-cycle in situations of concern. Censors may dismiss Consuls!

Legates - Military/Civilian Mission leaders. Appointed for short terms (1-2 years max, often less) to fulfil particular tasks. Powers similar to tribunes, within their sphere of task.

 

Council of Leaders - Executive Branch II

Meet as needed, likely 1-2 meetings per month; Led by Speakers

Day-to-day Business of the Enclave

Advises and Commands the Magistrates

Appoints Legates in case the Assembly can not be called in time.

Implementation of Laws

Members do NOT have voting positions in the Grand Council, but have advisory/instructive duties

  • 3 representaties of the Tradesmen and Labourers
  • One Representatives of the Men at Arms
  • One Representative of the Dwarves
  • All Mages, Priests, Druids and Paladins
